Project title: Technical Assistance to operationalise the Capacity Building & Engagement Window of the “Enhancing Accountability” programme

Brief description: The overall objective is to improve public governance in South Africa.

The specific objective is to reinforce the role of civil society, the private sector and specific State institutions in enhancing accountability, democratic engagement and transparency in South Africa.

Expected results are:
Reinforcement of the capacities of CSOs in enhancing accountability
Increased opportunities for engagement between civil society, public and private sector.
Improved transparency in the public and private sectors

The Capacity Building and Engagement Window is envisioned as a rights-based responsive mechanism which can provide resources, support and opportunities for state and non-state actors to engage and collaborate to enhance participation, accountability and non-discrimination and transparency in the public and private sphere in South Africa. The Window will make resources available for:

Exchange of Experiences potentially between State Institutions supporting Constitutional Democracy; the PSC; regulatory bodies; state-owned enterprises; legislatures; private sector companies and representative bodies; national, provincial and local government structures; EU and EU Member States actors; CSOs and other relevant institutions;
Mobilisation of experts;
Research and studies;
Training and capacity building activities including short term exchanges upon request;
Conferences, seminars, and workshops including events, capacity building, and expertise in gender-responsive RBA working principles (participation, non-discrimination, accountability, transparency applying to all rights), gender equality and human rights.

In order to support and enhance the capacity of civil society and the state to improve accountability in the public and private sphere, both CSOs and State institutions such as Chapter 9 and 10 bodies, can request support to address specific aspects. The Window will also provide a platform for knowledge sharing, peer evaluation, thematic dialogues, and sector coordination and dialogue in a sustainable way.

Requirements:
Qualifications and skills:
Preferably a University Master´s degree in one of the following fields of study: Political Science, Social Science, Governance, Economics, Law, Management, etc.
Fluent written and oral communication in English

General professional experience:
Preferably at least 10 years of working experience in or with public sector institutions mandated to execute oversight (such as state commissions and inspectorates, human rights commissions, audit institutions, Ombuds institutions, parliamentary committees and administration, etc.) as a staff member or international consultant
Experience in leading a project team and/or managing at least one similar donor-funded project

Specific professional experience:
At least 5 years of experience in one or more of the following areas: oversight of government/public sector institutions; anti-corruption; non-state institutions development; protection of human rights; gender equality; media engagement; empowering government-NSAs (non-state actors) dialogue and coordination
At least 3 years of experience in providing institutional capacity building to public sector institutions and/or NSAs with regards to enhancing government transparency, accountability, and oversight
Experience in EU-funded projects will be an advantage
Experience in Sub-Saharan Africa, preferably in South Africa will be an added advantage
