State Accountant at Western Cape Government

Job Purpose

The Department of Transport and Public Works, Western Cape Government has opportunities for two (2) suitably qualified and competent individuals to assist in providing an integrated, effective and efficient in-year budget monitoring, reporting and adjustment system. These posts are stationed in Cape Town.

Minimum Requirements

An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher); A minimum of 1 year relevant experience in management accounting.

Key Performance Areas

Monitor revenue and expenditure; Assist with Monthly, quarterly and annual reporting – IYM, Conditional Grants, Earmarked funds, Annual Report, IRM; Assist in Adjustment budget process; Assist with the prevention of unauthorised expenditure, under spending and over-spending; Evaluate and make recommendations on submissions with financial implications to the relevant manager, senior manager, CFO, Cabinet, MEC, AO and Provincial Treasury.

Knowledge and understanding of the following: Business and organisational structure of the department; Departmental operational management systems and procedures; Monitoring and evaluation methods, tools and techniques; Applicable legislative and regulatory requirements, policies and standards; Verbal and written communication skills; Ability to work under pressure and meet deadlines; Analytical skills; Self-disciplined and dedicated; Planning and organising skills; Reliable; Problem solving approach; Proven computer literacy in MS Office.

Remuneration

R 321 543 per annum (Salary Level 8)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
